India's disaster management framework was completely restructured after the 2004 tsunami. The Disaster Management Act 2005 created a tiered institutional architecture from national to district level, with NDMA at the apex, NDRF as the response force, and NIDM for training. This framework represents a shift from reactive to proactive disaster management in India.

NDMA is chaired by the Prime Minister — making India's disaster management directly under the highest executive authority. NDRF has 16 battalions deployed across India for specialised disaster response.
