Police promotion and entry routes in India follow a structured pathway. There are four main entry points: (1) UPSC Civil Services for IPS, (2) State PCS for DSP, (3) Direct Constable recruitment, and (4) Direct Sub-Inspector (SI) recruitment. Promotions above these entry levels happen through departmental exams, seniority, and Departmental Promotion Committees (DPCs).

DPC = Departmental Promotion Committee — the body that approves promotions in police departments. Both seniority and merit (ACR/service record) are considered for police promotions.

📝Promotion Rules and Time-Based Promotions

  • UP Police (approximate service periods): Constable (10 years) → HC; HC (8 years) → ASI; ASI (6 years) → SI; SI → Inspector through departmental exam.
  • Departmental Exam: Written test that existing police personnel appear in to qualify for promotion to next higher rank.
  • ACR (Annual Confidential Report): Annual performance report written by superior officer; determines seniority list for DPC.
  • UPPRPB: UP Police Recruitment and Promotion Board — headquartered in Lucknow, controls UP Police recruitment.
  • SSC CPO: Staff Selection Commission — Combined Police Organisations exam for SI in Delhi Police and CAPFs.
  • SSC GD: Staff Selection Commission — General Duty exam for Constable recruitment in BSF, CRPF, CISF, ITBP, SSB, Assam Rifles, SSF, NIA.
  • IPS officer's fixed minimum tenure: 2 years at each post (Prakash Singh SC judgment directives).
